Grantmaking Process
The following framework is proposed and will be finalized when formally adopted by ACQA's board.

1. Announce funding opportunities
Publish the purpose, criteria, amounts available, and deadlines for each opportunity.

2. Receive eligible applications
Collect applications through a clear, documented intake process.

3. Review proposals
Assess proposals against established criteria, with reviewers disclosing any conflicts of interest.

4. Document funding decisions
Record each decision and its rationale, with board approval where required.

5. Monitor reporting
Request proportionate reports on how funds were used and what was learned.
